人力资源公共服务是政府公共服务的重要组成部分。政府人才服务机构由于体制原因和经济考虑,目前既承担着公共服务职能,也运营着市场经营业务。在对政府人才服务机构现有状况进行研究时,会遇到公共性服务与经营性服务的不同划分以及作为政府人才服务机构到底是否能够同时开展两种业务等问题。在实际工作中,也确实存在着不同的机构、不同的学者对以上问题标准不同、认识不同。本文在事业单位分类改革的大背景下,从微观入手,即通过将人力资源服务内容一一拆解与分析,结合具体服务内容的特性、服务人群、成本投入、社会效果以及公共服务与市场服务两类业务之间的关系等方面深入分析,明确了政府人才服务机构在提供人力资源公共服务中应扮演的角色,得出了政府人才服务机构依靠国有资产举办,承担着促进人才流动、配置人才资源、提供人才保障等社会公益性服务,是人力资源公共服务的天然提供者的结论。公共服务功能是政府人才服务机构设立、留存的价值所在,政府所属人才服务机构应该理清职能定位,明确发展方向,从而为社会提供优质、高效、均等化的人才公共服务。

The public service of human resources is an important part of the government public service. Owing to institutional and financial condition, Governmental talent service agencies assume the functions of public services while have its’ own business as an economic entity. We will encounter a problem that Governmental talent services is a public service institute or a business service institute when we analyze the present situation of Governmental talent services, as well as Governmental talent service agencies whether can assume both two functions. Different people have different views to this problem in practical work.
On the basis of previous experience of developed countries, combined with the characteristics of the specific services, service groups, input costs, the social effects as well as public services and market services between the two types of business relations in a depth analysis, this study starting from dismantling and analyzing human resources services content, clear the role played by Governmental talent service agencies which provide human resources public service, conclude that Governmental talent service agencies is a nature provider for human resources public service, which hold by the state and also assume the functions of promoting the flowing of talent, the allocation of human resources, personnel protection and other social welfare services.
Public service function is the basic value of setting up and existing of Governmental talent service agencies. In order to provide the quality, efficient, equalization of personnel of public services, which should explicit its’ own functions, have a clear development direction.
